White paper discusses future of MLS governance, sovereign AI

Real estate consulting firm WAV Group and its artificial intelligence (AI) strategy subsidiary Fluente have released a white paper titled “Sovereign AI and the Future of MLS Governance.” Its findings outline a framework for how broker-authorized multiple listing services (MLSs) can manage and protect property data in an AI-driven marketplace.

The paper argues that only broker-authorized MLSs should be allowed to publish property listings to Model Context Protocol (MCP) servers — a proposed infrastructure for securely connecting real estate data to artificial intelligence systems.

“Artificial intelligence is not a threat to MLSs: it’s a platform opportunity. But only if MLSs act now,” said Victor Lund, founding partner of WAV Group and CEO of Fluente. “The white paper calls on broker-led MLSs to become the exclusive source of truth for AI conversations, ensuring accuracy, attribution, and compliance in every response.”

The report calls for MLSs to modernize governance structures to preserve broker cooperation and consumer trust as AI tools like ChatGPT reshape how people access property data.

The white paper includes a six-part policy framework for broker-led AI governance that emphasizes:

  • Secure data pathways with encrypted APIs and audit trails
  • Broker oversight and permissioning
  • Real-time synchronization of listing data
  • Transparent attribution to listing brokers
  • Ethical AI compliance
  • Interoperable federation among MLSs

According to WAV Group and Fluente, these principles build on the cooperative foundation of Internet Data Exchange (IDX) policies while adapting them for an AI-driven environment.

Fluente’s recommendations include enabling MLSs to deploy secure MCP servers; training private AI models on their own forms and policies; and connecting datasets directly to tools such as ChatGPT through the OpenAI Apps SDK.

“Sovereignty means brokers and their MLSs control the intelligence that’s built on their data,” Lund said. “The same way they control MLS data fields, display rules, and compliance in IDX. This is the right way to do it.”
