Latest Sydney rezoning targets key Metro stop for 15,000 new homes

Four stops away from Sydney’s centre, the government has announced a “once-in-a-generation” rezoning set to unlock thousands of new homes.

The NSW government has announced it will take the lead in rezoning the Burwood North Metro Precinct, which could deliver up to 15,000 new homes within the area.  

The state government-led approach is set to fast-track rezoning through NSW’s State Significant Rezoning Pathway – a policy designed to expedite large rezoning proposals.

The announcement comes on the heels of the state government finalising its rezoning in Broadmeadow, which could add 20,000 new homes in the Newcastle suburb. 

The Burwood North Metro precinct centres around the new Burwood North metro station, part of the future Sydney Metro West, and contains the Burwood and Canada Bay local government areas (LGAs).  

The current Burwood train station and Parramatta Road bus links are also nearby, along with local schools and shopping precincts and the Parramatta River.  

The NSW government said this is a “once-in-a-generation” opportunity to create a precinct near a metro line four stations away from Sydney’s CBD.  

Both Burwood Central and Canada Bay Council have submitted individual masterplans for their LGAs. The state plans to build upon these proposals while identifying further opportunities for residential growth.   

NSW premier Chris Minns said the precinct is part of the government’s strategy to take advance of building new housing along the new Sydney Metro line.  

“This precinct has the potential to deliver thousands of much-needed homes in a well-located part of Sydney, close to transport, jobs and the Parramatta River,” Mr Minns said. 

“We are spending billions of dollars building Sydney Metro West, and we’re making sure there are homes to go with it.”

The Urban Development Institute of Australia (UDIA) NSW welcomed the decision, noting it as an essential move to unlock housing supply.  

UDIA NSW CEO Stuart Ayres described the NSW rezoning process as one of the slowest in the country and said any decision to speed this up “should be welcomed”.  

“New homes start with rezoned land. That’s why we’re encouraged to see the NSW government stepping in to lead the process at Burwood North. The more the state can be involved in finalising these complex rezonings, especially where boundaries are shared, the better the outcomes for everyone,” Mr Ayres said.  

According to the NSW government, a key focus of the state-led rezoning will be to deliver precinct-wide infrastructure to enable essential services and amenities to be delivered alongside the new housing. 

The UDIA said there can often be a disconnect between infrastructure contributions planning at the time of rezoning, which can be a critical barrier in the process.   

Mr Ayres noted large-scale rezonings of precincts could mitigate these issues.   

“Precinct rezonings done at scale allow us to align housing numbers with infrastructure investment. This is essential to ensure development is feasible, communities are supported, and taxpayers get value for money. Without that upfront coordination, we risk under-delivering both homes and services,” Mr Ayres said.  

The NSW department of planning, housing and infrastructure will now work with both the Burwood and Canada Bay councils to progress the rezoning, with a draft masterplan expected in early 2026.  

This will be followed by a final precinct masterplan, at which stage development applications would be lodged under the new planning controls.
